Abstract: For an active system consisting of a principal and a single agent where the principal has incomplete information about the cost function of the agent the optimal mechanism is developed. Optimal mechanism includes both planning and incentive schemes. Incentive scheme consists of two components: a reward for plan execution, and a reward for plan tightness.

Keywords: open control principle, information reliability, plan execution, coordination of interests.
