Abstract:
The problems of medico-social well-being of population are interpreted in terms of classical automatic control theory. The health is described as a complex-organized object of public administration. The paper shows that health education, risk factor detection and treatment are the control object impacts in a feed-forward path, while health monitoring – in a feedback path. According of the approach developed, the control system always has 2 controllers: human individual and the State. Therefore, the responsibility for the final result (individual's and population's health) should be split between these 2 control subjects.
