Abstract: The specific features of the local structure of ZrO$_{2}$–Sc$_{2}$O$_{3}$–Y$_{2}$O$_{3}$ and ZrO$_{2}$–Sc$_{2}$O$_{3}$–Yb$_{2}$O$_{3}$ crystals are revealed by optical spectroscopy using the Eu$^{3+}$ ion as a spectroscopic probe. It is shown that the local structure of crystals strongly affects their transport properties.
