Abstract: The problem of low-speed stability of steady rotation of a rotor with a cylindrical cavity partly filled with a viscous incompressible floating liquid is considered. The resultant force exerted by the liquid on the rotor performing small-radius circular precession is determined. The $D$-partition into regions with different degrees of instability of the plane of parameters of viscoelastic fixations of the rotor axis is constructed.
