Abstract: The dispersion relations of plasma modes in a bilayer system and in a structure with a gate electrode have been studied beyond the quasistatic approximation. It has been shown that the existence of a weakly damping mode in the strong collision regime is ensured by a high conductivity of the 2D plasma. However, this condition is not threshold in contrast to the case of a single unscreened layer. The screening of the gate electrode significantly suppresses manifestation of retardation effects.
