A model of incompetent power hierarchy

Abstract: A hierarchy model is constructed on the basis of the general model of the 'Power-Society' system, that contains partially or completely incompetent instances that damage both authority structures and society. Unintentional disinterested acceptance and implementation by officials of wrong decisions is meant by incompetence. Unintentionality and disinterestedness of the erroneous use of power substantially distinguishes it from other imperfections in a hierarchy, for example, corruption, and requires a separate analysis, in particular, in order to find effective strategies for its limitation. A preliminary examination of a model of incompetence shows that these strategies can be noticeably different than the strategies of anticorruption measures.
