On an effective data exchange procedure for resource allocation under uncertainty

Abstract: The supervision problem for consumption of limited resources in a hierarchical control system of the fan type. Neither Center nor the consumers are aware of the technological potential of the set of consumers. A data exchange procedure is proposed whereby Center obtains a payoff equal to that with complete knowledge about the informational state of its underlings. The lower echelon elements are assumed to rely on the principle of ensured result.
