On measurement accuracy criteria in the presence of random noise

Abstract: Criteria of mean absolute deviation are discussed in the case of measurements in the presence of random noise affecting the measurement results. A class of criteria is identified and a complete description is provided of conditions under which the so-called «Lord paradox» occurs.
