On designing the kinematic function in the theory of macrodynamics equations

Abstract: A macrodynamics system is discussed with the linear part degenerate in the vicinity of the stationary point. In this case the kinetic function cannot generally be determined as a quadratic form; a range of functions are indicated where it can befound.
