Abstract: Mathematical modeling of individual and public health based on system models is a vital problem. The approach developed in this paper is based on human organism model and helpful in studying the processes of development, ageing, and death of an organism, depending on internal and external ageing factors. It is useful in overall estimation of the public health in a region by the life expectancy criterion. Quantitative results of such an estimation made on the basis of ecological and demographic data for the city of Tula (Russia) are given.
